Legislative history / Rescissions Act of 2025

From the House to the Senate—and into law

H.R.4 moved through both chambers in 2025. The Senate changed the House-passed bill, and the House agreed to that amendment before it became law. S.2067 is a separate related Senate bill; H.R.4 was the measure enacted.

One bill. Both chambers.

H.R.4 kept its number when the Senate considered it. S.2067 is a separate related Senate bill; the enacted measure was H.R.4.

Committee votes, procedural votes, and final-passage votes answer different questions. House passage alone does not make a bill law. Vote links show the individual member positions in the official record.

An ended Congress or a missing roll-call link does not establish that a bill was voted down—or that no vote occurred. Dates and outcomes here reflect the reviewed sources.

Earlier rescission efforts: context, not earlier versions

These packages addressed different funding. Their shared history is the use of the Impoundment Control Act’s rescission process.

H.R.4990: an earlier enacted rescissions package

Congress combined presidentially proposed rescissions with others of its own. H.R.4990 became Public Law 102-298 on June 4, 1992, after the chambers resolved their differences. This is a precedent for the process, not an earlier version of the 2025 bill.

H.R.3: House passage, then a Senate procedural defeat

The House passed this different rescissions package 210–206 on June 7. On June 20, the Senate rejected a motion to discharge it from committee, 48–50. That was a procedural vote, not final passage; the package did not become law.
